MOU BETWEEN ICTA AND KCC WAS SIGNED
A Joint Forum between the Information and Communication Technologies Authority (ICTA) and Korea Communications Commission (KCC) was organized on 9 May 2016. Opening speeches of the Forum were delivered by Dr. Ömer Fatih Sayan, ICTA Chairman and Mr. Lee Ki-joo, KCC Commissioner.
ICTA Board Members Mr. Musa Şahin, Dr. İhsan Kulalı, Mr. Celalettin Dinçer, Mr. Hidayet Yıldız, Mr. Galip Zerey, Deputy Undersecretary of Ministry of Transport, Maritime Affairs and Communicaitons and respresentatives from RTUK, public and private sectors, NGOs and academia as well as Korea delegation participated in the Forum.
In his opening speech, Dr. Sayan stated “We have achieved to take great steps in the ICT sector in recent years. As of the first quarter of this year, we have 51,6 million broadband subscribers, 9,7 million of those are fixed subscribers and 41,9 million are mobile subscribers. Recent developments such as M2M, IoT, increasing demand for mobile broadband has made 5G a hot topic in our agenda. Turkey wants to become one of the first countries to provide 5G services in the world. With the technology-neutral IMT-Advanced auction, held in August, 2015, operators may provide 5G services without need for additional authorization and regulations. Within this scope, our efforts to establish Turkey 5G Forum (5GTR) with the involvement of public and private sectors, operators, academia and NGOs are ongoing. We would be glad to benefit from experiences of Korea in this area.”
KCC Commissioner Lee Ki-joo stated that “The two organizations co-hosted a policy forum for the first time. I hope this forum will be a meaningful first step towards creating a new cooperative framework in the field of 5G. 5G, is the basic infrastructure necessary for the development of new ICT services like AI and IoT. It is an area of significant interest in Korea, and the Korean government has drawn up a Master Plan on 5G. Cable TV, broadband and IPTV markets are well-developed in Korea. Also, web based applications like KakaoTalk have come a long way recently. As coverage and speed issues have already been solved in Korea, now we focus on mobile broadband capacity.”
On the other hand, a Memorandum of Understanding between ICTA and KCC was signed by Dr. Sayan and Mr. Lee Ki-joo before the Forum. Memorandum of Understanding foresees exchanging information and experiences in the field of communications between sides and forms a starting point for cooperation between ICTA and KCC.
