ICTA'S 17th ANNIVERSERY WAS CELEBRATED
Speaking at the 17th anniversary ceremony of the Information and Communication Technologies Authority (ICTA), President Ömer Fatih Sayan said, "be aware of the distinction of ICTA, be proud of ICTA, give importance to ICTA, and give power to ICTA because this power is power of Turkey."
The 17th anniversary of ICTA was celebrated with the ceremony held. Deputy Undersecretary of Ministry of Transport, Maritime Affairs and Communications Galip Zerey, President of METU Prof. Dr. Mustafa Verşan Kök, President of Hacettepe University Prof. Dr. A. Haluk Özen, President of Bilkent University Prof. Dr. Abdullah Atalar, Vodafone CEO Colman Deegan, Turk Telekom Executive Vice President Cengiz Doğan, Turkcell General Manager Kaan Terzioğlu, ICTA Council Members, ICTA Managers, employees and their families and sector representatives attended to the ceremony held in the ICTA central building.
WE PUT GREAT DISTANCES WITH OUR STAFF'S SELF-SACRIFICE
Saying that they are very happy as ICTA family on such a day that an important step is taken in the field of 5G for our country and that they have lived the honor of passing a year in the service of the nation Sayan pointed out, “we lived in two different processes that are very different from each other and very critical, like the 4.5G tender and the 15th of July.
The development acceleration of our country with 4.5G has shown itself in all sectors and not just in information. The betrayal, we experienced on 15 July shot traitors like a boomerang, is a great resurrection for our people, and it continues to be. As ICTA family, we have attended great distances and we passed through many narrow throats with our hardworking and faithful council members, our managers and our self-sacrificed staff. We will continue our way in the light of Mevlana's words, "The rivers kneel before the cube that leads to the ocean…"
WE CROWNED OUR 17th YEAR WITH "5G VALLEY OPEN TESTBED"
Sayan stating that they crowned the 17th year of ICTA with "5G Valley Open Testbed" noted that our target as ICTA to make our country also exist in this race as one of the first countries that have met with 5G in the world, and in doing so to carry our country from the position of consumer to producer. With the signing of the "5G Valley Open Testbed Cooperation Protocol" in line with these targets, the project of creating the open test field where the R&D, P&D tests and tests needed for 5G and beyond can be done is passed on. Thus, as ICTA in the framework of the aim to become one of the earliest countries passing 5G mobile communication technology with the highest possible level of nationality and domesticity, we will have achieved a significant phase in the work of establishing 5G and beyond ecosystems.
WE TAKE CRUCIAL ACTIONS FOR OUR CYBER SECURITY
Sayan said that in the period we left behind, our country is going out with the motto of "the place where you do not defense is not yours" within the scope of cyber security of our country: “We have started the SOME meeting and training process as a USOM Center for Response to National Cyber Events. With a paradigm shift in Cyber Security, we emphasize that events should be evaluated wholly and we want to strengthen the 'weakest ring'. We made a call to our young people with this idea and we opened the doors of ICTA to anyone wanted to take part in the ‘cyber defense of the homeland.’ Again, we hosted and supported events such as Hacktrick Cyber Security Training, E-Safe Cyber Security Summit, Locard. There were two things I emphasized in these summits: The first one was to increase the potentiality of our young people who have a high level of technological prowess and the second one was that if patriotic people did not take this job seriously, there would be no future for us. It is very clear that USOM's work was partly efficient to the issue that damage of WannaCry malicious software was not felt in our country. Our country survived these attacks without any harm. Our mission is to speed up our work on this path with more certain steps. If we are on the path of becoming a knowledge island and building an ecosystem, our most important companion is our Cyber Security.”
SECURE INTERNET CENTER CONTINUES TO WORK
Underlining that the Internet, which increases productivity in all sectors, brings with it some handicaps, Sayan said, “Within the past one year, we have started and given many works with our Secure Internet Center. In the past, we organized a ‘Secure Internet Click-Send Video Contest" covering the secondary and high schools in order to raise awareness about the usage of Internet consciously of our young people and our children. There were hundreds of entries. It pleased us much to see the aesthetic power of our young people and our children in their brilliant intelligences and expressions. The truth is that we have been very encouraged in the projects we will be doing. I can already say that we will sign many projects in this area for next year, I can give you the gospel.”
IT IS BAD FOR THE PERSON WHO KEEPS THE BAD
Saying that the virtual world is in need of a philosophy, Sayan stated, “we have to underline to meet in the common cause of humanity that lie is lie in everywhere, libel is libel in everywhere, gossip is gossip in everywhere, voyeurism is voyeurism in everywhere and many other bad features are bad in everywhere. At this point, it is also worth emphasizing that the terrorist supporters in the world find themselves using the internet and social media, and that they use this new media as their own press. As ICTA, we have two princes in this area, and we will continue our path by observing these two principles:
- -Firstly, we know that the Internet is a field of freedom, and we are with our freedoms and we will be.
- -Secondly, we will certainly not tolerate international terrorist organizations that abuse this area of freedom and the focus of manipulation that supports them.”
OUR DOMESTIC AND NATIONAL PRODUCTION CAMPAING CONTINUES
Saying that one of the most important issues in the front of our information sector is domestic and national production, Sayan pointed out, “on the way to 5G, it is indispensable to create a production ecosystem, especially in critical infrastructure. In this respect, we can show the ‘Electronic Communication Sector Cluster Meeting’ organized with OSTİM as an example. The purpose of this cluster was that development of national unity and solidarity spirit in this sector where global competition is experienced intensely and gaining ability to do business together, not individual. One of the best examples of this is ULAK, our base station that is produced entirely locally and is the pioneer in Turkey in this sense. ULAK has reached a level that can be used in the 4.5G commercial networks where mobile operators are currently operating. From here, I want to make a call to all the stakeholders of our industry. Come; let us give up selling packaged and ready-made supplies. I say we produce it in that packaging and we sell it. If we adopt this mission, we will make enormous contributions to our national and domestic production goals.”
THE YEAR WE PASSED WAS THE YEAR OF INNOVATIONS IN THE FIELD OF REGULATION
Indicating that the year we passed is the year of innovations in the regulation field, Sayan conveyed the innovations that took place:
“•EHABS was introduced. Value Added Services are organized.
• Deadline of gradual ending of Fair Use Point (FUP) implementation with FUP was announced.
• Security and data sharing procedures for mail and cargo shipments was established.
•Our operators' tariffs were diversified.with port transmission.
•At the top of the TRX rates, a 50% discount was made to open up the investment. Our work is continuing to increase the further investment.
•All the communication devices imported to our country were tested in ICTA laboratories and only safe ones were imported.
•Regulation of Internet public use provider and Secure Internet Center were set up.
• The new Consumer Rights Regulation opens up the electronic subscription.
•Cli directive was introduced. ICTA code implementation to prevent unwanted SMS was started.”
TO SPREAD HIGH-SPEED INTERNET ACCESS IS OUR NATIONAL POLICY
Telling rapidly changing technology in our country attracted to our people, in terms of broadband in particular for communication technologies, 2023 targets were listed by Sayan as follows,
“•Providing broadband access to every household and workplace through next-generation technologies
• Reaching broadband subscribers about 83 million in 2023
•Providing broadband internet use of 80% of the population between aged 16-74
It is necessary to make preparations in order to realize these goals and even take them forward.”
GIVE POWER TO ICTA BECAUSE THIS POWER IS THE STRENGTH OF TURKEY
Saying “Our targets are our equipment to carry us forward" Sayan told that “In this regard, we will work for even more honor our values of civilization. As long as we exist, our country will win. We will walk in the awareness of our responsibilities on our shoulder as our belief and tradition values show. I make a call everyone from here. Be aware of significant of ICTA, be proud of ICTA, give importance to ICTA and give power to ICTA because I say this power is power of Turkey.”
“Sayan ended his speech by saying that “We express our gratitude to Mr. Recep Tayyip Erdoğan, President of the Republic of Turkey, who has expanded our vision with qualified politics that he has appointed to our targets. Especially I would like to thank our Prime Minister Binali Yıldırım who encouraged us in the point of bringing our country to the communication technology. I would like to thank Ahmet Arslan, the Minister of Transport and Maritime Affairs, Communications for providing significant contributions to our projects and encouraging us with his determination to work. Finally, I would like to thank all my fellow workers who have contributed to this institution. Together, we will work harder for a big Turkey.”
The "5G Valley Open Testbed Cooperation Protocol" was signed with all parties at the 17th anniversary event of ICTA. In addition, within the context of the project, "Tomorrow Encoders" conducted in cooperation with Turkey Vodafone Foundation and Habitat, coding training was given to the children of ICTA employees. ICTA 17th anniversary program continued throughout the day with various activities and celebrations with the participation of ICTA staff and their families at the ICTA Experience Center.
